It essentially comes down to the way the countries were ruled. In Russia the leaders ruled with an iron fist and nobody dared question a philosophy that said people would give up their will, due to brute force, in exchange for some kind of security. For the Russian people it was better to do as they were told than face punishment. In England the way of life was very different. People were poor and would consider doing as they were told in exchange for security, but the government didn't rule by brute force, there was some element of free will. For that reason absolutism couldn't work.

As long as the games are NTSC it should. PAL games won't. You will have to import ALL your games from the us. You may also need a mains adapter.

I think an adapter would work, just be careful i have heard of adapters breaking things.

Aslong as you get the correct adapter then you will be safe, I wouldn't think that the power would be too much so you shouldn't have anything to worry about.
3 :
Yes, its just that some of the games may not work.
4 :
Yes, it will work, but make sure adapter is хорошо cause if it malfunctions, ps3 умирает. It will work good for ps3 games on any HDTV. Also as far as I know Russia is an NTSC region. So it should work on standard TV's also. If it's capable of playing ps2 games, it won't work for them, because America and Russia are still in different ps2 regions, even though they're both NTSC. Swap magic might work if it's a 60gb ps3, but it's complicated to do. 220v is way too much power, it shouldn't even be possible to plug the US cord into the Russian 220v outlets, you need an adapter. It might be wiser to sell the US one and get a Russian one instead.
