Am I able to buy an iPhone and have it work on a network other than Cingular. Also were can i get an iPhone like this and send it to Russia and have it connected to one of ther cell phone networks.

That your phone will work you need to buy another card for phone, when you'll be in Russia.... Another way, it'll not work or it'll cost a lot of money for you....
