No, anyone on a visitor's visa cannot legally work in the USA. And she can only stay six months, leave briefly and come back for another six months if immigration allows her to. There is no guarantee that she can return after a six month visit. If she's been denied an immigrant visa, this is something she may appeal. A lot depends on *her* ability to work. Living without being employed for six months at a time in the USA does not indicate her ability to work. Working overseas does indicate her ability to work, but she has to actually work overseas. This puts you between a legal hard place and a practical rock. I suspect she's been already denied an immigrant visa under 214(b) because you're on disability. If so, she may also be denied entry as a B-2 visitor because she's already demonstrated intent to live in the USA. Lots of variables and "what ifs" here. Since you may not be able to afford an attorney, the next best help could be Catholic Charities who are knowledgeable about immigration issues. Good luck.

No. No one on a visitor's visa can work. It is also likely that she will not be allowed into the US as ICE will think that she will marry you anyway and will overstay.

No, she cannot work on a visitor's visa and apparently you do not earn enough to be financially responsible for her here. Your only option would be for you to join her in Russia. She would be able to get a job there and if you can continue to receive your disability checks there, then you both could live fairly well in her country. Best of luck.

She cannot legally work on a Visitor's visa. If she is in the USA and you decided to get married, she does not need to go abroad and apply for a visa. You can apply for a process called "adjustment of status" (Green Card). Yes, you must be able to sponsor her (show that your income is at least above federal poverty guidelines).
