My brothers gf lives and is from russia. She comes to every summer from russia and works in the US and then goes back to Russia. She wants to live down here now with us. Does anyone know how she can do that or the steps to becoming a legal US citizen? Please only answer this question if you really no

Right now, you should be asking how you can become a citizen of Russia.

She needs a sponsor who will petition her immigrant visa either immediate family member or US Employer. If she gets approved, she will get green card as a Permanent Resident status. Your brother need to sponsor her for fiance visa -it takes almost from 6months to 1 year ,and after when she arrive get married get married and she should applied for green card,after 3 years she can applied for citisenship USA.
